How to Apply to Commerce at the University of Toronto: Rotman Commerce’s Written and Video Supplemental Application and Business Options on Three Campuses, with Requirements and Timeline for Chinese and Canadian High School Students and Transfer Students

2026-10-17 · Application guides

At the University of Toronto’s St. George campus, commerce is Rotman Commerce, a Bachelor of Commerce (OUAC code TAC). Every applicant completes a written and video Supplemental Application, and students choose Management, Accounting, or Finance & Economics at the start of second year. Ontario students need ENG4U and MCV4U, and Rotman says Ontario admits generally average in the mid-high 80s; out-of-province and international students need senior English and a calculus course. Apply by November 7 for early consideration, submit the supplemental by December 1, and the final deadline is January 15. External transfers are rarely admitted. UTM and UTSC offer their own commerce and management programs.

All three University of Toronto campuses offer business. At St. George it is Rotman Commerce, run jointly by the Faculty of Arts & Science and the Rotman School of Management, leading to a Bachelor of Commerce (BCom), OUAC code TAC. UTM and UTSC offer their own BCom and BBA programs. This guide focuses on Rotman Commerce and covers what you need to know for September 2027 entry, based on U of T’s official information, for students at high schools in China, students at Canadian high schools (including Ontario and BC students and international students in Canada), and transfer students.

1. Rotman Commerce program structure

  • Direct entry with a guarantee: students admitted to first year are guaranteed admission to the program if they meet the minimum grades in the required first-year courses: RSM100 Introduction to Management, ECO101 and ECO102, and calculus (MAT133Y, MAT137Y, MAT157Y, or MAT135H with MAT136H). Rotman also strongly recommends Introduction to Financial Accounting, Financial Markets and Principles of Marketing in first year.
  • Specialist in second year: at the start of second year you choose Management, Accounting, or Finance & Economics.
  • Part of Arts & Science: Rotman Commerce students are Arts & Science students and can take courses across the humanities and sciences. Upper-year courses are capped at 55 students.
  • Internships: Rotman Commerce says 90% of its Class of 2026 completed at least one internship and 93% were employed within nine months of graduation, per its employment report. The program page lists a work-integrated learning option.

2. Supplemental Application (required)

  • Format:
    • one prepared written response, completed within 20 minutes;
    • one prepared video response of 90 seconds;
    • two more video responses of 90 seconds each, with questions shown after you start. Each video records for the full 90 seconds, including 30 seconds of preparation.
  • The prepared written and video questions are sent after you submit your OUAC application, and you get unlimited practice sessions. The CAD 52 supplemental fee is paid with your OUAC application. The platform is Kira Talent.
  • The Supplemental Application is assessed holistically with your grades. Rotman says its students are generally in the top 5% of their class and it looks for academic excellence, communication, leadership potential, community engagement and a passion for business.

3. Students at Canadian high schools

  • Ontario: OSSD with six 4U/M courses including ENG4U (or EAE4U) and MCV4U (Calculus and Vectors). Rotman says Ontario admits generally have an overall average in the mid-high 80s, with close attention to English and calculus.
  • BC and other provinces: apply through OUAC (the 105 application for out-of-province and international applicants). You need Grade 12 English and a calculus course such as Calculus 12, a school-developed calculus course or AP Calculus. All courses from your final two years may be considered.
  • Quebec CEGEP: strong students in their second year or with three or more semesters may receive a provisional offer; Calculus I is required, and Rotman recommends an R-score of at least 30.
  • How to apply: on OUAC, choose the Faculty of Arts & Science at St. George, then Rotman Commerce as your admission category.

4. Students at high schools in China

  • Which application: if you have never studied in Canada and are applying only to U of T among Ontario universities, you can use U of T’s International Application; otherwise use OUAC.
  • Basic requirements: the Senior High School Graduation Diploma from the Ministry of Education, Huikao results and Gaokao results; SAT or ACT optional, AP results encouraged.
  • Rotman Commerce subjects: senior-level English and a calculus course (AP Calculus or calculus in your own curriculum).
  • You must also complete the Supplemental Application.

5. English requirements

  • IELTS Academic 6.5 overall, no band below 6.0;
  • TOEFL iBT: from January 21, 2026, 4.5 overall (Writing 4.5, Speaking 4.0); earlier tests 89 overall with 22 in Speaking and Writing; MyBest scores are not accepted;
  • Duolingo 120 overall.

6. Timeline

  • November 7, 2026: early consideration application deadline, strongly encouraged.
  • December 1, 2026: early consideration deadline for the Supplemental Application and documents; later submissions may not be reviewed until after the March round.
  • January 15, 2027: final application deadline.
  • February 1, 2027: final deadline for the Supplemental Application and documents.
  • February to April 2027: decisions in monthly rounds.
  • March 31, 2027: guaranteed residence application deadline.
  • Rotman notes that Ontario high school applicants are treated equally as long as documents arrive by the regular deadline.

7. Tuition and awards

  • Tuition: U of T’s 2026-27 Tuition Fee Report lists international Commerce tuition of CAD 68,750 for first year (2027-28) for students entering in 2027 (marked as information). For students entering in 2026, first year is CAD 66,110 and later years CAD 78,160; Commerce fees apply from second year.
  • U of T International Scholar Award: awarded by Rotman Commerce on merit to incoming international students, CAD 100,000 over four years (CAD 40,000 in first year, then CAD 20,000 a year if eligibility is maintained).
  • Rotman Commerce International Merit Admission Award: automatic consideration, up to CAD 50,000 over four years (up to CAD 20,000 in first year, then CAD 10,000 a year).
  • International need-based aid: Arts & Science has a limited number of admission scholarships for international applicants with financial need, through the International Financial Aid Application in the applicant portal, with decisions in April.
  • U of T’s fees page says that, as a publicly funded institution, it cannot offer financial aid to international students and suggests checking home-country programs; the awards above are scholarships.

8. Transfer students

  • External transfers are rarely admitted: Rotman says it does not generally accept students with previous post-secondary education, transfers from other universities or second-degree students. If you apply anyway, complete the Form Requesting Special Consideration in the applicant portal. Admitted transfers usually start in first year, and first-year required courses usually cannot all be covered by transfer credit.
  • From U of T Arts & Science: apply only in the first program request period (March to April of first year) with the first-year required courses done: MGT100H at least 67%, ECO101H and ECO102H at least 63% each, calculus 55% to 63% depending on the course, and an average of at least 73% across them, none taken CR/NCR. A Supplemental Application (CAD 50) is also required. Rotman says successful transfers are very rare.
  • Admitted transfers pay Commerce fees from second year and may owe retroactive fees.
  • For students who cannot transfer in, Rotman points to other routes such as the Rotman Master of Management (MMgt).

9. Business options at UTM and UTSC

  • UTM: OUAC code TMO, with a Bachelor of Commerce (accounting, finance and other specialists) and a BBA in Management. Ontario requirements are ENG4U and MHF4U, plus MCV4U for the BCom (recommended for Management). Both list work-integrated learning options.
  • UTSC: OUAC code TSM, a BBA in Management (including accounting and finance specialists), requiring ENG4U, MHF4U and MCV4U plus a Supplemental Application; U of T highlights Management Co-op at UTSC.
  • OUAC lets you apply to up to three program areas, one per faculty or campus, so you can apply to Rotman Commerce, UTM and UTSC business programs at the same time.
