Undergraduate Studies in Singapore: Tuition Grants Save 10,000 to 20,000 SGD Annually in Exchange for a Three-Year Service Obligation

2026-09-26 · Application guides

For undergraduate studies at public universities in Singapore, international students can apply for the Ministry of Education Tuition Grant (TG). Taking NUS Computer Science as an example, accepting the TG reduces tuition to 21,400 SGD per year, compared to 39,700 SGD without it. The trade-off is a three-year work obligation in Singapore after graduation; breaching the contract requires repaying the grant with 10% compound interest annually. This article explains how to evaluate this decision based on official Ministry of Education rules.

When pursuing an undergraduate degree at a public university in Singapore, international students face a choice that is uncommon in many other countries: whether to accept the Tuition Grant (TG) from the Singapore Ministry of Education (MOE). Accepting it significantly reduces your annual tuition; the trade-off is a three-year work commitment in Singapore after graduation. This article breaks down the costs, contract requirements, and penalties for defaulting, based on official information from the MOE and the National University of Singapore (NUS).

How Much Is the Tuition Difference: NUS as an Example

NUS has released the tuition fee schedule for the 2026/2027 academic year for incoming students. Tuition is fixed based on the year of admission and remains the same throughout the program; international students' tuition already includes a 9% Goods and Services Tax (GST). For Chinese students (non-ASEAN countries), the annual tuition for several common faculties is as follows:

FacultyWith TG (SGD/year)Without TG (SGD/year)Annual Difference
Computing21,40039,70018,300
Design and Engineering21,40039,70018,300
Humanities and Sciences21,40036,65015,250
Business22,20033,40011,200
Law30,45044,45014,000

Take Computing as an example: over four years, accepting the TG saves roughly SGD 73,000 compared to not accepting it. This is a substantial amount, but it is not a scholarship; it is financial aid tied to a service obligation. Tuition varies across other universities and faculties, so refer to the figures published by the respective schools for the current year.

What Does the Contract Require

According to the MOE, international students who accept the TG must fulfill the following obligations:

  • Work full-time for a Singapore entity for 3 years after graduation.
  • Start fulfilling the obligation immediately after graduation and update employment status in the MOE system within 3 months.
  • Approved employers include companies, partnerships, government agencies, educational institutions, and non-profit organizations registered in Singapore, as well as foreign companies with a substantive connection to Singapore; self-employment through a Singapore-registered company is also acceptable.
  • Overseas work generally does not count, except in specific cases (e.g., overseas subsidiaries where a Singapore entity holds over 50% equity, representative offices, or secondments) and only with prior MOE approval.

Work passes are applied for by the employer through the Ministry of Manpower. If you haven't found a job before your Long-Term Visit Pass expires after graduation, you can submit an inquiry form to the MOE along with your job search records. The MOE may issue a support letter to help extend your stay in Singapore. However, the official guidelines also state: If you fail to find a job for an extended period, you and your sureties may be liable for liquidated damages.

The Cost of Defaulting

Liquidated damages are triggered in the following situations: withdrawing from the university, having your studies terminated by the university, changing majors without continuing to accept the TG in the new major, buying out the contract voluntarily, or failing to fulfill the service obligation after graduation.

The compensation amount is: the total TG amount received, plus the GST subsidy, plus 10% interest per year, compounded annually.

A 10% compound interest is not a small amount. Using the approximate annual difference of SGD 18,000 for the Computing program mentioned above as a rough estimate (the actual amount is determined by the MOE), the principal over four years is about SGD 73,000. With annual compounding, the liquidated damages upon graduation will significantly exceed this figure. Therefore, "take the grant now and decide whether to stay later" is not an easy option.

What If You Want to Pursue Graduate Studies After Graduation

If you plan to pursue a full-time graduate degree overseas or at a private institution in Singapore after graduation, you can apply for a deferment of the service obligation:

  • You must obtain MOE approval before starting your graduate studies;
  • You need to provide a bank guarantee;
  • After completing your studies, you must still return to fulfill the remaining service period.

In other words, deferment is not cancellation. If your long-term plan is to pursue a Ph.D. in the U.S. after your bachelor's and then work in the U.S., accepting the TG means you will have to return to work in Singapore for three years later, or pay the liquidated damages.

Application Process

The TG for international students is not automatically granted; you must apply for it yourself. The steps outlined by the MOE are roughly as follows:

  1. Indicate your intention to apply for the TG to your university;
  2. Apply for a Student's Pass;
  3. Register for Singpass in Singapore to log into the MOE's TG system;
  4. Attend the university's briefing session;
  5. Secure 2 sureties, who will sign the TG agreement with you and take responsibility for ensuring you fulfill the obligation;
  6. Submit the application online within the university's designated application period;
  7. After the application period ends, you and your sureties sign the agreement via email.

Application timelines vary by university, and the requirements for sureties depend on the specific rules of the university and the MOE. You should discuss and finalize your choice of sureties with your family before enrollment.

Student's Pass

Whether or not you accept the TG, international students must apply for a Student's Pass. According to the Immigration & Checkpoints Authority (ICA), students enrolled in higher education institutions such as public universities should apply through the online system between two to three months before the start of classes. The processing fee is SGD 45 (non-refundable). Processing usually takes within one week, or within two weeks if a visa is required.

How to Decide Whether to Accept

There is no one-size-fits-all answer to this decision; the key lies in your post-graduation plans:

  • Planning to work in Singapore after graduation: Accepting the TG is usually highly cost-effective. Since you plan to stay anyway, the three-year contract comes with virtually no extra cost.
  • Planning to return home or work in another country after graduation: Carefully calculate the cost of defaulting. If you are unlikely to stay, declining the TG and paying the full tuition offers more flexibility.
  • Planning to pursue further studies after your bachelor's: You can defer the obligation, but you must prepare a bank guarantee, and you will still need to return to fulfill the service requirement after your studies.
  • Haven't made up your mind yet: Given that default incurs 10% compound interest, it is crucial to be cautious when uncertain. Consider consulting the university's admissions or finance department in detail first.

The TG agreement is a legally binding contract that must be signed by you and your two sureties. It is recommended to discuss this matter thoroughly with your child before accepting an offer of admission.

Final Thoughts

Singapore's tuition grant is an attractive arrangement, but it essentially trades three years of work for tuition. Before accepting, clarify where you want to live and work after graduation, and then calculate the true costs of both options.
